Abstract
The purpose of this paper is to explain the correlation between the bandits and the state building and how on one hand bandits are located from below in the view of them being a member of peasant society and fighting against any kind of oppression and on the other hand how these bandits are used by the regional power and the state in order to create a centralized state. With reference to 19th century state politics the paper will first focus on various notions to banditry by various scholars and then will look on the thugge campaigns in India. Bandits operating in a particular area enables the state to sight lawlessness in the area and to use repressive measures and to consolidate a hold in the area and expanding the apparatus of state deeper and deeper at the same point it is crucial to know looking at the larger states politics .states also that makes Bandits in its consolidating process.
